摘要：
从工程量清单的特点和市场特点出发，招标人在清单环境下，如何把握住招标文件的编写这一个关键环节，根据实际经验，认为在编制招标文件时应该着重注意需求分析、发包形式、合同价格形式、保护性合同条款、评标办法以及清单的项目划分与描述等方面的问题。
Abstract:
On basis of the features of the bill of quantities and the features of the market, as well as the the author's experience, this paper discusses on how to grasp the key points of the bill of quantities when editing the bidding document. The author holds the point that when editing the bidding document, special attention should be paid to such issues as demand analysis, contract awarding manner, types of contract price, protective contract clauses, bid evaluation method and division and description of different items of bill of quantities.
