目前我国地下综合管廊PPP项目陆续建成，亟待投入运营，然而入廊收费定价难、价格机制不完善等严重影响着综合管廊PPP项目快速发展。为完善地下综合管廊PPP项目价格机制，基于地下综合管廊PPP项目经济特征分析，从政府方、社会资本方、管线单位、项目自身等多个维度识别出地下综合管廊PPP项目的价格影响因素。在此基础上，基于系统动力学原理，建立地下综合管廊PPP项目价格因果关系SD模型，剖析地下综合管廊PPP项目的价格形成因果反馈关系，并解析价格形成过程。研究得出的价格反馈回路、价格形成过程从系统角度解析了地下综合管廊PPP项目价格形成机制，可为入廊价格制度制定及价格机制完善提供参考。
Currently, the publicprivatepartnership (PPP) projects of China′s
underground utility tunnels are being built one after another and urgently need
to be put into operation. However, the challenging tunnel fees and flawed
pricing mechanism significantly impact the rapid development of the utility
tunnel PPP projects. As a result, the economic characteristics of the PPP
projects for underground utility tunnels are analyzed. The priceinfluencing factors are identified from various dimensions of the
government, social capital, pipeline units, and the project to improve the
price mechanism of the PPP projects for underground utility tunnels. Based on
this, a system dynamics model of the causality relationship for the pricing of
the PPP project of underground utility tunnels is built, and the price
formation process is investigated based on the principle of system dynamics.
The price mechanism of the PPP projects of underground utility tunnels is
effectively analyzed using the established causality feedback relationship and
price feedback loop. The results may be used as a reference for price
determination and mechanism of utility tunnels.
