工程保险在大型铁路项目施工风险管理中的应用探讨

摘要:

工程保险是一种先进的风险转移方法,大型铁路项目建设具有投资大、技术复杂、建设工期长、涉及范围广等特点,由于地质条件的复杂性和周围环境的不确定性,加大了施工技术的难度和建设的风险性,给项目施工安全风险管理带来了挑战。文章以我国首条在建最长的山区高速铁路贵阳至广州铁路为工程背景,介绍了工程保险能规避工程项目施工安全风险,从而达到减小损失、降低成本、提高效益的目的。通过介绍大型铁路项目的案例,对工程风险管理进行了阐述和总结,并就这种方式下的风险管理提出了保险索赔管理的6个方面建议和对策,旨在更好地利用工程保险做好大型铁路项目工程风险管理,切实提高利用保险转移风险的效率,降低施工财产损失。

Abstract:

Insurance in construction is an advanced risk transfer method. Largescale railway projects tend to involve big investment, complex technology and long construction periods and tend to affect wide areas. The complexity of the geological conditions and the uncertainty of the surrounding environment increase the risks involved as well as the demand on technology, which results in challenges to the safety risk management of the project. In this paper, the application of insurance in the construction of a section of the Guiyang—Guangzhou highspeed railway is studied. It demonstrates how risks in construction safety can be kept to the minimum, thus achieving the purposes of reducing damages, lowering costs and improving efficiency. The functions of the project insurance are summarized and six items of proposal are made. The aim of the paper is to bring the risks of largescale railway projects under effective control, to improve the risk transfer efficiency and, ultimately, to minimize any economic loss. 
