北京轨道交通工程建设安全风险分级管控创新与展望

摘要: 为了更有效地管控安全风险,提出并建立轨道交通工程建设安全风险分级管控管理体系、工作机制,创建了基于移动互联技术的轨道交通建设工程多源风险信息融合管控平台,提出了盾构施工实时监控自动预警机制,研发了基坑隧道工程安全风险预警测判方法等。通过技术及管理创新,提升了信息采集的时效性和准确性,提高了风险处置效率,降低了安全风险管理的难度。实施13年来的情况表明,北京轨道交通工程建设安全风险分级管控取得了良好效果,基本达到了“三杜绝,一减少”的安全管理目标。最后,对安全风险智能化管理进行了展望。

Abstract: To control the safety risks more effectively, the classification management system and working mechanism of the safety risk management and control of rail transit engineering construction are proposed and established, and relevant technological innovations are presented. Furthermore, the multisource risk information integration of the management and control platform of rail transit construction projects based on mobile internet technology is established. Moreover, the automatic warning mechanism of shield construction realtime monitoring is proposed, and the safety risk earlywarning and testing methods of foundation pit tunnel engineering are developed. Through technology and management innovation, the timeliness and accuracy of information collection are improved, the efficiency of risk disposal is enhanced, and the difficulty of safety risk management is reduced. Thirteen years of implementation of the classification management system show that the Beijing rail transit construction safety risk classification control has achieved excellent results and achieved the safety management goal of "three eliminations and one reduction". Finally, the intelligent management of safety risks is proposed.
