摘要: 首先,对我国城市地下综合管廊建设长度进行统计,截至2024年底,全国竣工长度突破10 000 km,形成全球规模最大的综合管廊网络,整体建设呈现增速放缓、转向质量提升的趋势,区域发展呈现东部领先、西部加速的均衡化趋势。然后,对我国综合管廊政策体系发展进行梳理分析,综合管廊政策体系逐步完善,涵盖规划编制、技术标准、投融资机制、入廊收费等多个方面,推动综合管廊从试点探索走向高质量发展; 并结合综合管廊建设情况与政策体系,总结我国城市地下综合管廊发展历经“萌芽探索—规模扩张—质效并重”3个阶段。最后,提出我国城市地下综合管廊发展面临的挑战及趋势预测,东西部梯度差(西部增速最快,但存量仍未超过东部)、重建设轻运营(竣工量大、入廊率低)、资金缺口持续扩大等问题仍需解决,以促进综合管廊的可持续发展,未来需聚焦智慧化升级及区域协同,以提升经济效益和社会效益。以“阶段演进-政策响应-空间重构”为主线,系统解析综合管廊建设现状与发展趋势,为城市地下综合管廊的法治化提供科学支撑; 提出多种可推广的运营模式等针对性对策,构建东部智能化示范与其他区域规模化加速的协同路径,为我国成为全球地下空间低碳韧性基建的标杆引领者贡献创新思路。

Abstract: In this study, the construction length of urban utility tunnels in China is reported firstly. As of the end of 2024, the total length of completed tunnels nationwide has exceeded 10 000 km, establishing the world′s largest utility tunnel network. The overall construction is demonstrating a trend of slowing growth, accompanied by a shift toward quality improvement. Regional development shows a balanced trend, with the eastern region taking the lead while the western region accelerates its construction efforts. Subsequently, the development of China′s utility tunnel policy system is examined and analyzed. The findings indicate that this policy framework has gradually improved, encompassing aspects such as planning, technical standards, investment and financing mechanisms, and utility tunnel access charges. These advancements have facilitated the transition of utility tunnels from pilot exploration to high-quality development. Based on the current construction conditions and the policy system governing utility tunnels, three stages in their development in China are identified: initial exploration, large-scale development, and orderly advancement. Finally, the challenges are presented and future trends for the development of urban utility tunnels in China are forecasted. Key issues include the disparity between the eastern and western regions, where growth rates are highest in the western region, yet the total number of existing utility tunnels remains lower than in the eastern region. Additionally, there is an emphasis on construction over operation, as evidenced by a high number of completed tunnels coupled with low access rates, along with a persistent funding gap. Addressing these challenges is essential to ensure the sustainable development of utility tunnels. Looking ahead, it is crucial to focus on intelligent upgrades and regional coordination to enhance both economic and social benefits. The current situation and development trends of utility tunnel construction are systematically analyzed, employing "stage evolution-policy response-spatial reconstruction" as the central theme. The authors aim to provide scientific support for the legalization of urban utility tunnels while proposing targeted strategies such as various operational models that can be widely implemented. Furthermore, the authors seek to establish a coordinated pathway that promotes intelligent demonstrations in eastern China and large-scale accelerated development in other regions, providing innovative solutions to position China as a global benchmark leader in low-carbon, resilient infrastructure within the underground space.
