高铁地下站区发生化学攻击时之空调系统因应策略

A Response Strategy of HVAC System for a Chemical Attack on High Speed Train Subway Stations

摘要: 美国911恐怖攻击事件后,国际反恐专家已指出要完全排除核生化剂的恐怖攻击是不可能的;普遍认为下一个事件不是“如果(if)”的情境,而是“何时(when)”会发生的情境?。然而却有诸多措施可用来降低这种攻击的机率和后果;空调系统(HVAC)的防护和正确控制就是其中之一。虽然诸多网络提供的资料指出发生化学物释放,要关闭全建筑物的HVAC,然而这种措施也许并不是最有效的因应方法。像这种立即的行动虽然可以降低室外化学污染物进入室内的速率,以及建筑物内化学污染物之扩散,可是视不同建筑物之空调设计/系统,关掉整个建筑物之HVAC并非必然的最有效的因应措施。这样的因应方法可以说无视HVAC所维持之“区带”(zone)间的压力差,而且相对于外界而言,也丧失其所维持的正压(5~12 Pa),其后果是让空气及其所含之污染物能经由空隙间移动。本文参考911事件后,美国和英国政府所研订之HVAC规范,就HVAC设计原理与功能加以论述,指出发生高铁地下站化学攻击,应行之因应“策略”与“战术”。

Abstract: After the terrorism attacks in the US on September 11,2011 international anti-terrorism experts have indicated that it is not possible to completely avoid the risk of a CBRN terrorism; it's occurrence is not a scenario of "if", but a scenario of "when". However, there are several measures can be taken to reduce the likelihood and mitigate consequences of such an attack; one of these is the proper protection and control of a HVAC system. Although the simple suggestion given by many websites is to shut off the entire HVAC system when facing a chemical release whether it is inside or outside the building, it may not be the most effective response option. Such immediate action can reduce the penetration rate of any chemical agent into the building and the spread rate of the chemical contaminant within the building. However, it may not be necessary, the most effective strategy depends on the building's HVAC system and design. Based on documents prepared by the US and British governments after 911 attacks, this article identifies the strategy and tactics of response when facing a deliberate chemical release on high speed train subway stations.
