摘要:

渝利铁路隧道工程地质环境极其复杂,存在诸多不确定风险因素,导致施工安全事故频发。为了确保工程施工安全,更好地实现经济效益和社会效益,渝利铁路着力进行设计和施工全过程的风险控制与管理,强调“强化意识、加强研判、控制过程、突出应急”的思想理念,采取设计阶段优化线路,施工阶段风险计划、辨识、评估及控制等综合措施,最大限度地规避或减小风险。通过对风险管理的研究与应用,总结了加强隧道风险过程控制管理的有益经验,有效地推进了安全风险管理,取得了良好效果。

Abstract:

The tunnels on ChongqingLichuan railway have complex geological conditions. Due to the numerous hazards, safety incidents occurred frequently. Fullcourse risk control is implemented in the design and construction of the railway, so as to ensure the construction safety and to achieve good economical and social significance. The concept of “highlighting the safety consciousness, enhancing the risk assessment, bringing the process under control and emphasizing the emergency coping” are stressed, the route of the railway is optimized in the design stage and the risks are planned, identified, assessed and mitigated in the construction stage, so as to minimize the risks. The experience in the control of the risks of the mentioned tunnels is summarized. In the end, the management level of risk control has been improved and good effect has been achieved. 
