Characteristics of and Suggestions for BT Mode  in Metro Construction in China

Abstract:

BT (BuildTransfer) mode can reduce the financial pressure of the local government and can enhance the investment efficiency and the construction efficiency, therefore it is more and more widely used in the construction of infrastructures in China. In this paper, the pros and cons of BT mode applied in Metro projects are discussed, the experience of the application of BT mode in Line 6 of Nanjing Metro is presented, and suggestions are made for BT mode in Metro projects in China in aspect of policy, management and technology. The details of the suggestions are as follows: As for the policy, the government should establish and improve relevant laws and regulations, and should formulate scientific and rational tax systems and insurance rules; as for the management, both parties should share the risks properly and should select proper buyback strategy, and the Owner can adjust its management depth under appropriate circumstance; As for the technology, BT mode provides a good opportunity for the Contractor to apply new technologies. 
