Based on analyses, in terms of the planning system and contents, special research on techniques for enhancing the development of underground transport facilities and the compilation and transmission of underground traffic planning combined with a territory spatial planning system shall be conducted. In terms of planning coordination and implementation, a comprehensive management department of underground space should be specifically established for underground public facilities, and its responsibility should be clarified, special rules and regulations of underground traffic facilities and underground traffic information management platforms should be established, and the implementation evaluation and feedback systems for underground traffic projects should be performed to optimize underground traffic planning iteratively and accumulate experiences for largescale and deepening underground development.
