Abstract:

The paper firstly presents the differences between human resources and human capital and states that speeding up the transformation of the human resources into human capital is the only choice for China's stateowned enterprises to improve their core competition ability. Furthermore, the paper gives 5 advices on how to speed up the transformation of the human resources into human capital and do a good job in the development of enterprise’s human resources.
