Study on Executive Effectiveness of Turnkey System ——An Example of KaoKang Project

Abstract: Turnkey system is an integral contracting means for the design and construction, and it has gradually been adopted in the engineering practice in Taiwan. Turnkey system can effectively integrate design and construction professionals and reduce the coordination of the long process of interface. Turnkey system would enable the construction work starting earlier and shorten the completion of working period. To the owners and contractors, turnkey system is very favorable. In this article, the project of KaoKang project has been depicted the executive effectiveness of turnkey systems in Tapower. To ensure construction safety and to achieve the requirements of owners in the course of execution of the contract, the performance of the turnkey team presents a perfect integration of design and construction. Except for reducing construction costs and enhancing the functionality by means of the value engineering assessment, the turnkey team, according to their ability, experience and technology, adopt the fiber reinforced plastics (FRP) construction method for successfully launching the cut operation of shield tunnel. The turnkey team also completed the cross adit construction by using steel ring jacking method, designed the flexible expansion joints connecting the cable tunnel and divert, and effectively solved the difficulities of stress concentration and differential settlement during the cable tunnel construction.
