Abstract:
In order to further strengthen the investment control for Qinling Tunnel of Hanjiang RiverWeihe River Water Diversion Project and accomplish the project on schedule, the solutions of four key problems are studied based on the existing regulations and quotas, in view of the limitations of Regulations for Budget of Water Project Design, the Ministry of Water Resources of the People′s Republic of China. 1) The regulations cannot meet the requirements of Qinling Tunnel due to its coarse classification of water diversion tunnels. The pyramid structure is employed for budget estimation. 2) The cost of imported hard rock TBMs, most of which have a single cross section and can hardly be reutilized, is very high. In the regulations, the equipment depreciation is taken into consideration only in the unit price of rock excavation, leading to huge losses for the construction company. Thus, the equipment depreciation is shared by both the construction company and the owner, so as to achieve risk sharing. 3) The maximum deadend ventilation distance in Qinling Tunnel reaches 16 km, which is beyond the limit of 12 km specified in the regulations. The quadratic curve fitting is adopted to accurately determine the adjustment coefficient of TBM axial flow fan. 4) The cost of tunnel drainage in the regulations is included in the temporary facilities fee instead of independent budget. This is not applicable for Qinling Tunnel which passes waterrich strata several times. Thus, the drainage fee is calculated according to the predicted water gushing volume and the drainage scheme, which is more rational and allows for unforeseen circumstances.
