Study of Financing Scheme Selection of Metro Projects Based on Risk Assessment

Rational financing scheme is the key to achieve success of Metro projects. The risk factors of Metro project financing scheme are analyzed by WBSRBS method; and the risk assessment index system of Metro project financing scheme is established by Delphi technique. Every index weight is calculated by grey relation entropy method; and the financing scheme selection model based on weight coefficient grey target theory is proposed. The construction practice of Qingdao Metro Line No. 5 shows that the model is feasible. The results can provide reference for financing decision of similar projects in the future.
