摘要:

风险管理是铁路建设工程项目管理的重要工作。目前,铁路工程建设过程中风险管理暴露出的问题很多,尤其是在安全风险管理方面,因此,加强铁路建设工程风险管理是十分必要的。首先,从勘察、设计和施工各阶段介绍郑万高铁湖北段隧道的风险管理概况,运用风险管理的程序和方法重点对湖北境内隧道的安全风险、自然风险和工期风险因素进行辨识; 然后,通过对风险事件发生的概率和后果等级进行估计和评价,提出全部隧道的初始风险等级,并提出施工期间的风险管理等级建议; 最后,根据风险等级的不同,提出选线设计时应对极高风险绕避、施工时应加强超前预报并配合大型机械化施工的风险控制对策。

Abstract:

Risk management is an important task in railway construction project management. At present, there are many problems in the risk management during the construction of railway projects, especially in the aspect of safety risk management. Therefore, it is necessary to strengthen the risk management of railway construction projects. Firstly, the risk management of tunnels on ZhengzhouWanzhou Highspeed Railway in Hubei is introduced from the stages of survey, design and construction; the safety risk, natural risk and duration risk factors of the tunnel in Hubei are mainly identified by using the procedure and method of risk management. And then, the initial risk grade of the tunnels is proposed by estimating and evaluating the probabilities and consequence grade of the risk, and suggestions on the grade of risk management during construction are proposed. Finally, some risk control countermeasures, such as avoiding extremely high risks in line selection design, strengthening advance prediction and cooperating with largescale mechanized construction, are put forward according to different grades of risks.
