Underground Space Planning Control Methods under Territorial Space Planning System: a Case Study of Beijing Sub-City Center Project

Abstract: Underground space is an important national space resource. The important prerequisite in ensuring the sustainable utilization of underground space resources relies on the establishment of a special underground space planning system under the national space planning system and the improvement of the planning and the control methods of the underground space. [JP2]Currently, underground space planning and control are insufficient, and control requirements are absent. Based on the precise transmission of territorial space planning and the compilation of multilevel underground space planning, the Beijing SubCity Center explores and constructs an all-domain and all-coverage underground space planning and control system at the zoning level. It controls as a whole the ecological safety control, functional facilities, major zoning control, land development control, etc., and  conducts  fine and quantitative research to clarify the underground space threedimensional control line, function facilities as a whole control index, key partition control requirements, and the function of different land-use scales of underground structures of specific content and index. It enriches the planning and the control methods of underground space, provides technical support for scientific planning to every inch of the underground space resources, and promotes the scientific and reasonable utilization of underground space resources.
