A MidTerm Evaluation Model for Build OperateTransfer Urban Tunnel Project

Abstract: The midterm evaluation of buildoperatetransfer (BOT) projects should be conducted biennially, whereas the midterm evaluation of largescale bridge and tunnel facilities in China is mostly conducted using the subjective evaluation of government regulatory departments, which is arbitrary and can not reflect the problerms existing in project operation. Therefore, in this study, a midterm evaluation model for BOTmode urban tunnels is proposed, considering the Qingchun Road tunnel in Hangzhou as an example. The proposed model is divided into four firstlevel indices: BOT agreement evaluation, BOT enterprise evaluation, tunnel facility operation status evaluation, and government supervision evaluation. Each firstlevel index is further divided into several secondlevel indices. As such, the hierarchical structure of the BOT model is established. The fuzzy comprehensive evaluation method is adopted to grade the Qingchun Road tunnel. Objective and reasonable results have been obtained using the proposed model to evaluate the Qingchun Road tunnel; hence, this study can provide reference and guidance for the evaluation of similar projects.
