漫谈矿山法隧道技术第十六讲——建立“预防管理”为主的综合维修管理体制

摘要:

强调隧道维修管理的基本原则——“早期发现,预防维护”,会取得事半功倍的效果。指出为了建立预防管理体制,必须解决3个问题: 1)明确维修管理中对隧道性能的要求,建立性能管理目标; 2)确立能够获得准确情报的检查、调查方法; 3)建立模式化的隧道变异原因推定方法,确立变异基准。结合日本的经验,分别阐述了上述3个问题: 1)维修管理中对隧道性能的要求——确保能够安全通行的空间,应控制变异在结构物剩余寿命容许范围之内。2)确立能够获得准确情报的隧道检查、调查方法,目前日本隧道检查、调查方法正向着省力化、标准化、高速化和电子化等“四化”方向发展; 介绍了表面劣化、表面缺陷、内部缺陷、衬砌背后空洞、净空位移和形状变化等的调查及量测技术,例如隧道检测车、隧道衬砌连续打击监测系统、高速钻孔系统、地质雷达和3D激光扫描等设备及技术; 同时介绍了利用这些检查结果对结构物的耐久性进行诊断,决定是否采取对策及采取什么对策的系统。3)隧道变异的类型及变异强度的判定基准及判定模型。以日本石川县隧道维护管理为例,介绍其基本观点: 1)在隧道中不考虑寿命; 2)劣化预测主要是对采取对策前寿命的预测; 3)介绍预防维护管理的方法、健全度评价及对策标准。最后强调: 对我国而言,最重要的是彻底改变“重使用,轻维护”的事后管理方法和体制,建立起与“隧道大国”相适应的管理体制和方法。

Abstract:

The tunnel maintaining and management basic principle of early discovery and preventive maintaining, which can achieve good results with less work, is emphasized. In order to establish the preventive management system, 3 issues, i.e. requirements for tunnel functions and tunnel function management target establishment, checking and investigation methods for accurate information and determination of modeled tunnel variation causes and standards. Based on the experience of tunnel maintaining and management in Japan, the abovementioned 3 issues are introduced as follows: 1) For requirements for tunnel functions, safe transit should be guaranteed and the variation should be controlled within the service life of tunnel structures. 2) For checking and investigation methods for accurate information, the developing directions of checking and investigation methods for accurate information are less labor, standardization, high speed and electronization; the investigation and measuring methods, i.e. tunnel measuring trolley, monitoring system, highspeed borehole drilling system, ground penetrating radar and 3D laser scanning device, for tunnel surface degradation, surface defect, internal defect, hollows behind lining, clearance displacement and deformation are introduced. The checking results are regarded as estimation of structure durability. [JP2]3) For determination standards and models of tunnel variation types and variation strength, the basic views of unconsideration of tunnel service life, service life prediction before carrying out treatments and methods, integrity estimation and countermeasures for preventive management, are introduced. It is emphasized that the tunnel maintaining and management methods and system in China should be removed; and a new type of tunnel maintaining and management system for China should be developed.
