Abstract:
It is very important to effectively control, evade and reduce the risk of bidding for the island and tunnel designconstruction contracting of HongkongZhuhaiMacao Bridge Project, and guarantee the successful completion and smooth implementation of the bidding. On the basis of the detailed analysis and identification of the characteristics of the bidding risk, a hierarchical structure of the bidding risk is systematically established; the analytic hierarchy process (AHP) is used to find out the key points of the bidding risk; and some countermeasures for the risk are studied. The study and practical results show that: (1) It is necessary to carry out comprehensive and systematic risk assessment and response to this kind of project. (2) By classifying the hierarchical structure of the risk into three parts, the comprehensive and systematic assessment of the biding risk of this kind of project can be guaranteed. (3) The AHP is appropriate and effective in terms of analyzing the bidding risk of similar projects, which can effectively identify the importance of each rick factor and carry out corresponding countermeasures. (4) The countermeasures, i.e. developing bidding market, systematically compiling legal support and establishing effective linkage mechanism between design and construction, are feasible and effective.
