Reform of Investment and Financing System of Infrastructures in Mainland  China: Experience from TOD of Urban Rail Transit Works

Abstract:

It is obvious that the construction of infrastructures has great boosting effect on the national economy and that the construction of rail transit works brings more opportunities and challenges to the development of cities. The fact that the local government has a proper planning of the rail transit works, a proper coordination of the resources along the alignment of the rail transit works and a proper construction organization mode of the rail transit works has great importance for the sustainable development of the rail transit works. In the planning of Line 6 of Shenzhen Metro, the experience of “Rail + Property” of Hong Kong is referred to, the development of the land along the alignment of the Metro line is optimized and the TOD mode of the rail transit works is realized. In the paper, the mode of TOD and the concept of “Rail + Property” of Hong Kong are presented, the problems in the application of the concept of “Rail + Property” of Hong Kong in mainland China are analyzed, the results of the application of the concept of “Rail + Property” of Hong Kong in the planning of Line 6 of Shenzhen Metro are provided, the “Rail + Property” mode is compared with the conventional mode, and conditions for the successful implementation of TOD mode in urban rail transit works in mainland China are summarized, the mechanisms of coordinating between the urban rail transit works and the urban underground space development are discussed, and some proposals, including establishing innovative transferring and reserving system for land along rail transit lines, establishing coordinating system between urban rail transit works and urban space planning, improving the management system of urban rail transit works, perfecting the policy and technological code support and enhancing the guarantee of relevant laws and regulations, are made for the implementation of TOD mode in the urban rail transit works in mainland China.
