Abstract:
The admission of publicprivatepartnership (PPP) project of underground utility tunnel is difficult to price. Hence, based on the admission price control requirement of underground utility tunnel at present stage and the main and subordinate hierarchical structure characteristics of every participant in the price decisionmaking process, the bilevel programming model is adopted; and then the government is regarded as the upper level of price decisionmaking, and the social capitals and pipeline suppliers are regarded as the lower level; a bilevel programming model is established to maximize the social welfare, prospected profit and reserved effect and to make a rational pricing. The applicability of the abovementioned model is verified in PPP project of underground utility tunnel in Yan′an. Finally, some rational suggestions such as strengthening the toplevel design, strengthening the price supervision and establishing dynamic price adjustment mechanism are put forward.
